"You Don't Throw a Whole Life Away Just Because it is Banged Up a Little"



For those that work in the realm of horse rescue, truer words have never been spoken.  "Silent Ruler" came into our lives being banged up more than "just a little".  Suffering a severe injury to his right fetlock in his final race in August 2017, he was left to suffer in unbelievable pain for many weeks by his trainer/owner who chose not to provide any medical care to his injury.  By sheer luck our founder Dr. Papp happened to be in the same barn when someone came looking to take "Silent Ruler" after seeing his picture posted on a re-homing site.  Seeing the immediate and life threatening distress he was in, Dr. Papp went to work immediately to stabilize him enough to be transported back to our farm.  

Once there, it was determined that his injuries were so severe the only thing that could save his life was a joint fusion surgery called an "arthrodesis".  This surgery is very technically challenging to perform and comes with a slew of possible complications at all stages of recovery.  It is also very expensive.  Seeing the fight and spirit in his eyes, we knew there was no debate to be had and we would get him the surgery.  After undergoing a very successful surgery, he battled through some minor complications involving a skin infection over a screw that was inserted and also eventually having to have the bone plate used to stabilize his joint while it fused removed after it was found to be causing some discomfort.  After many months in the hospital it appeared he was finally over all the issues and ready to head out to his forever home that was waiting for him with a paddock to call his own.  

Then, one morning after being turned out in his paddock at the hospital like he had been for the past week, he suffered a freak accident that caused his leg to fracture.  Seeing as there was nothing else that could be done, the painful decision was made to humanely euthanize him to prevent any possible further suffering.  This news, when it came to us, was like a punch in the gut.  How could a horse that had suffered through so much and fought so hard to make it succumb to such a freak thing?  How is that fair?  Why would it happen?  These are all questions we will likely never get an answer to.  This loss hit everyone at PARR especially hard, and it has taken time for us to recover from it.  However, we all decided we were not going to let this stop what PARR does, and we all knew we had to memorialize "Ruler" and his fighting spirit in some way.  So we are proud to announce that, in his honor and memory, this rescue fund has been created.

whose Articles of Incorporation were filed with the State of Pennsylvania on May 9, 2014 (effective date of exemption) with
Public Charity Status 509(a)(2) under section 501(c)(3).
Contributions made to PARR are tax deductible. Our Letter of Determination
from the IRS was received on April 16, 2015 and any donations made after May 9th, 2014 may qualify for tax exemption.


Our Legal Name is "PA Racehorse Rehoming, Rehabilitation, & Rescue" and we often go by the abbreviated nickname "PARR". PARR operates  on a 100% volunteer basis with all proceeds going to our cause and the animals. Any and all items or monetary donations go directly to the expenses of supporting these animals. This includes veterinary expenses, transport, "pull" fees, food/boarding or stabling/supplies/etc, legal fees, advertising/event costs, merchandise expenses, website and technology fees etc. Individuals on the Board are not paid for their positions. We offer 100% transparency and are happy to answer any questions and provide all financial information at any time.
Our officers, directors, and volunteers take a neutral position with respect to the controversy associated with horse racing. Our efforts focus on the well being, re-homing, and education and support of ex-racehorses and finding them new careers after their racing careers have ended. We also support at-risk shelter dogs and occasional at-risk horses that end up neglected or in auction/slaughter situations when finances and abilities allow us to help. Any "listings" are simply to help network animals into new homes and we
can not be responsible for the representation of those animals.

As of July 2021, the facility we rented in Pennsylvania was sold out from under us with barely enough time to relocate over 30 horses anywhere in the area. We were able to secure a permanent residence at a new farm in Ocala and move all of our horses there. PARR now resides in Ocala, Florida but still operates as usual, helping horses from Pennsylvania as much as we can, offering sanctuary to our lifelong residents that are not adoptable or require veterinary care to say comfortable, and have our OTTB retraining program here in Ocala as well.

We are now permanently located at 6856 SW 70th Ave. Ocala, Florida 34476.
